It’s a project announced since 2010 by Downtown Scenery Development Group (DSDG) and that got paused for a while.
But the author came back to FSdevelopers forum lately, and confirmed their accurate 3d buildings received daytime textures. See the screenshots here ! More downtown freeware and payware job at their homepage.
